If you drive a Ukrainian car in Ireland it doesn’t need to have it’s roadworthiness tested, No tax, No insurance. more in post.

It's worse than I thought. Ukrainians need only register their cars here as and when they feel like it, can bring their insurance with them (how is this verified?), get a "temporary exemption" from tax, don't need an NCT etc.

If you drive a Ukrainian car in Ireland it doesn't need to have it's roadworthiness tested, per @RSAIreland guidelines but if you're driving an Irish car, it does.
